NonStopGov Regulation was developed with the explicit aim to re-invent regulatory processes such as licensing and other registrations using the internet. Web-enabled facilities support not just the initial application process but the full licensing lifecycle, including renewals, variations, transfers and complaints. NonStopGov Regulation is a generic system, designed to support radically different regulatory regimes. Extensive configuration facilities exist to tailor system behaviour to different systems and/or local procedures. At the heart of NonStopGov lie fully electronic, dynamically generated, web-based case files. Each case and licence has an internal case file providing a complete audit trail to case officers, a public case file where public consultations take place and a licensee case file for use by licensees and their appointed agents. All communications by agents, licensees, objectors, inspectors and partner organisations (e.g. Police, Fire Service) are web-based and wizard driven, contributing real-time to electronic case files. Emails (or letters if no email address is available) are automatically generated through preset triggers, prompting recipients of the next step in the process. Emails have hyperlinks to online case-files as well as to the next action (such as a renewal or objection form). NonStopGov Regulation provides full support for the Licensing Act 2003. |
